  Articles of Confederation, 1781.  The Articles of Confederation provided for a loose and weak union between the former American colonies. The Articles were in effect until the United States Constitution was adopted in 1789.   United States Constitution, 1789.  The U.S. Constitution replaced the Articles of Confederation, and created a strong federal government.  The Constitution was ratified based on the promise that amendments (the Bill of Rights), protecting individual rights and liberties, would quickly follow.   Bill of Rights (1791)   Gibbons v.
