District of Columbia Emancipation Act, 1862: The United States Congress freed the slaves of Washington, D.C. (the nation's capital), on April 16, 1862, during the American Civil War. Less than a year later, Abraham Lincoln would issue the Emancipation Proclamation, freeing all slaves in rebellious (Confederate) states.
